Victoria (Tori) Sparks

Provisional Licensee

Tori joined Paulsen Gilgan after graduating from Willamette University College of Law. She earned early experience working at a family law firm and gained a strong foundation in case management and client service. While at Willamette, she distinguished herself through hands-on experience with a juvenile law firm and further broadened her perspective by contributing to international efforts advancing children's rights in Vietnam. There, she collaborated with NGOs (non government organization) such as the Ho Chi Minh City Child Welfare Association and Green Bamboo, helping raise funds and transform a neglected storage room into a classroom and activity space for disadvantaged children. She also spent time at SOS Village, where she learned about its unique foster-care model and connected with the children who call the village home.

Tori chose family law because it allows her to support children and families through life's most difficult transitions. She is passionate about protecting her clients' rights while helping them find solutions that provide stability and clarity. Known for her compassion and practical approach, Tori is committed to guiding her clients toward the best possible outcomes, whether through settlement or litigation.

Originally from small-town Louisiana, Tori now calls Oregon home. Outside of the office, she enjoys cooking, traveling, attending concerts, and watching movies. She also loves playing video games, especially with her younger siblings back in Louisiana, and spends her free time with her fiancé and their pets.
